1) Does the server have power to it (lights, etc.)?
2) If there is power, pop the case and determine if everything is running properly (fans spinning, etc.)
3) Is the hard drive running? An easy way for this is: AFTER grounding, put your finger on the drive and see if it's warm and/or vibrating.
4) Overheating: This is a BIG one. Make sure that no parts on the board are unusually hot, other than maybe heat sinks.
5) Will system come up to POST, or just beeps?
These are BASIC troubleshooting steps. If you want more, e-mail me and I can take you through a full troubleshooting. I used to work for a retail chain that had servers in every store, and I often had to go out and find the problem with a server.
