In this case, before reinstalling OS, I'll suggest to check this:
Does the jumper settings on DVD/CD drive is proper? If it is set to cable select try to put it on master or slave (whatever it is) .
Through CMOS setup ,check if it detects, save the settings in CMOS & exit. Now check while booting whether it shows cd/dvd drive.
If everything is ok up to this, from device manager in OS, check if there is any conflict.
Hope this will help.

Check for a driver update from HP.

Windows uses the IDE driver to recognize DVD and CD drives.

Also, check for Windows updates from Microsoft.
There are many issues relating to CD and DVD drives that are corrected by installing updates from Microsoft.

I also would take a look at the connectors if this is a plug-in drive. It takes just a little dust or dirt to create a bad connection.
