Email being rejected at ISP mails servers

Several ISP?s are rejecting our email at their server for a reason not yet known to me. It's not an open relay problem because because we've been through that and fixed it( didn't have reverse DNS setup). AOL is the biggest but here is the complete list as I know it:

aol.com
aim.com
hotmail.com
wmconnect.com
netscape.com
cs.com

The error message we receive is the following:

harlittle@aol.com on 6/9/2007 1:48 PM
Could not deliver the message in the time limit specified. Please retry or contact your administrator.
<uvcc.info #4.4.7>

We first get an error message saying the message has been delayed and then the above message is sent to us.

I suspect that there is some kind of handshake or something it wants ? or perhaps we need a certificate to send mail to them.

By the way?I hear AOL wants PTR records - could that have anything to do with this?
