emails configure

I am running windows server 2003 for small business server service pack 1. My server has 2 nic, an internal and external. My ISP has currently put in a new router. The IP of the router changed, so I had to change my IP's as well. The ISP gave me new IP's, and I put them in. After I have entered the new ip's, I could not receive mail from their IMCF servers. I can send mail and go on the internet. Their response were the following. "Their server should be set to allow mails from the IP address 196.0.0.0, but the main problem is that we cannot even reach that FMD IP from the internet, can't even ping it. And we should be able to telnet their FMD from the IMCF servers before we can even change the FMD. Don't think the server is configured correctly."
How do I configure my server to do this.
