enabling windows firewall to the users in the network

Hi,
Is there a way to enable windows firewall to all the users in the network by a group policy. If so how do i do that? The goal to allow the users access windows firewall through control panel and also allow them to turn off and on the firewall and make changes in the exceptions tab. Is this possible?

The domain controller is a windows server 2003 and all the client machines are windows XP machines.

Yes, you can do that...

Question is why? All of the functionality is enabled by default so all you are doing is creating work for yourself with no tangible results.

Any way, in the group policy snap-in it is under:
Computer Configuration/Administrative Templates/network/network connections

There you can set anything you like...
