extended error debug information (which may be empty) is "%1". The event
data contains the error.

windows 2003 rc2 x64 domain environemnt. 2 domain controllers both with dns installed ad integrated. first dc has itself as preferred dns and the second dc as secondary dns. the second dns has the first dc as preferred dns and itself as secondary.
This evend id error only occurs on the 1st dc in the dns logs and is the only error in event viewer actually. i do realise that the error is followed by the dns service has started after 2 mins.
Both dns are currently syncing.
Any advice or solution. thanks in advance!

note: while the article doesn't specifically say the cause, and resolution, the error code indicates a problem with AD domain services re Active Directory doesn't respond to DNS. So you have to check both DNS and Active Directory domain services to make sure everything is configured correctly for AD and the DNS zone. It's possible your zone data is wrong.
