Exchange 2003 return message Restriced (mode:normal)

Can anyone help me with this?
I have an exchange 2003 server, I have no idea what server is on the recipient side. My users can send plain text emails to recipient just fine, but when attachments are sent, this gets returned:

I removed all “Real” data and inserted “mycompany” or “mysender” or “recipient” for privacy’s sake.

Though “admin@company” is referenced, this email was sent to a username@company. The IT there tells me there is no “admin” mailbox at their org.

This is the ONLY domain that we receive these errors from, and it is ONLY after sending attachments (.pdf, .doc, .txt, anything).
