File and folder permissions

I have a shared folder on SBS2003 server that has a very specific directory structure. I want to be able to allow users to create/modify/delete files within that structure but not create new or delete existing directories. This is probably very simple but I can't seem to get it right.

Go to SBS 2003 shared folder?s properties; select the Security->Advanced->Effective Permissions, and here you can find the options like Create Folders, and Delete folders and subfolders?.and so on.

When I remove the allow Create folder/append data permission this also removes the ability to save a modified file. Am I missing something obvious here? Folder structure is the only thing I don't want to be modified, I still need to be able to change content.

In this case you must go to every file in folders and add the writing right.
