How can I read a text file or a cobol database from a paradox file using a delphi app?

You could get textpad http://www.textpad.com for any text file conversions. It's the best text prog I've seen. This should do what you want.

A macro will automatically export the information you want to what ever Microsoft application you want. See Help on Micros and/or exporting data.

If you are going to make a program from delphi then you can use the low-level read() function or from a Form add a memo component and issue one of its method the LoadFromFile().

But maybe you could re-phrase your question. Is it "read from a textfile or cobol database to a paaradox file"?

You have two ways of doing this (a) Using the TTextFile object, or (b) Using a TFileStream. Because it is a cobol file it most likely has a particular file format, therefore you need to determine the format / record types contained in the file, and then use (best) TFileStream to read it into your Paradox table. If you need further explanation let me know. - Al.
