Firewall with per user filtering

I need a firewall that has per user filtering (Preferably whitelist, so its much easier to manage, and blocks all other web requests)

What would be the best option (Software based?)

Most firewalls can filter content, but the capabilities are very limited and very difficult to manage.

The better approach is to implement a proxy server, either as a dedicated server appliance, or as a server.

The cheapest solution is Squid with the DansGuardian add-on. Fairly complex to manage, if you're not a unix-guru, but the cost is good (free).

There are lots of commercial solutions. Personally I've worked with Rhinosoft AllegroSurf for home/small office/ education installs, and also with WebSense Express and WebSense Enterprise for larger organizations.
