Floppy Drive has own format

I work in an IS department and am trying to repair a laptop’s floopy drive. It is the floppy drive itself that is broken, not the Toshiba laptop, i’ve tried other floppy drives (same model) on the laptop, they work, i’ve tried this floppy drive on other laptops (same model), it always does the same.
The floppy drive tells me any good known working disk i put in it needs formatting. Once it’s formatted them, they work perfectly in it, but no where else. It’s as if the floppy drive has it’sown format. It has occured to me that the heads may be out of alignment, but please advise as to how to repair.
