Force a informational page on a network?

I have a network where users can come and go at will with their own machine. They will have different versions of Windows. What I need to do is force them to see an informational page when they first connect with their browser. The only equipment in place is a couple of routers. No servers.

What is the easiest way to force a page, at least once? I will install a computer with software if needed.

Well, the easiest way is to set it as their home page. But, you will need to setup a webserver on something. Try Apache for cost, and make sure to read everything you can on how to set it up. Once you have the page on the server, change the web browser properties to look at that page first. That's the easiest way, (well, maybe you could put an HTML file in their startup folder, but that might be cheesy).
