Formatting DVDRam

I'm having trouble finding anything that says it exlicitly, but apparently on Windows NT Workstation 4.0 you must have Administrator privileges to format a disk. Is this also true for a removeable DVDRam? Is there anyway to permit someone with less than Administrator privileges to format a DVDRam?

On all Windows NT systems to use the disk formatting commands (via command line, Disk Administrator, or the quick format selection on the drive properties) you MUST have administrator rights.
There is no other way to grant disk formatting capabilities to any user, save by these means.
