gain back write registry privileges to be able to change port setting

This is a reply to an old post with the same tile that had been lock about the error message "You must have write privileges in the registry for this device in order to modify the device's advanced settings." when clicking on the Port Settings [Advanced...] button in Device Manager for a COM port (or modem). The reply by "scottk81" suggest modifying permissions in the registry. While this may work, it is not the correct solution and is essentially a hack. What worked to fix my COM1 and modem on COM3 is much easier. Simply uninstalling the devices from Device Manager and rebooting fixed both issues. Sorry if this post-->reply steps on anyone’s toes but I didn’t see any way to get a post unlocked and although it is old, someone might find this useful.
