Generate Syslog Message on syslog server when routers turns down

i am doing project of network alarm reporting system. i want to generate syslog message on kiwi syslog server when router is manually turns off. can u help me what configuration i have to do on router to generate this message on my syslog server.

Your router should need no configuration for this...

Unless you are desiring to be notified specifics regarding whether your router "simply lost WAN connectivity" or was "deliberately turned off" there really should not be any necessary config outside of kiwi syslog server as that is what the application was created for. If that is indeed the desired result you wish, then it would help to know the specifics of your router, including its OS.
