Guest Access control/proxy for a small hotel

I'm planning to create a proxy of some sort that provides guest at the hotel to access to the internet, but must direct them to a start page on the internet and go back to it if connection idle for too long. Also having them agree to service terms would not be bad. I've not done this before.

The network is currently open. The wireless equipment in the hotel is over the years very mixed, (Netgear, Linksys, Cisco Aironet). Switches are unmanaged except for one. The Router is a Cisco 861. It is used for Routing, NAT and DHCP. The hotel uses a Win 2003 Server fir its file server and as reservation web server.

Oh, by the way, the owner hates to spend money. It was such a sell to convince him that the entry level netgear router from best buy was not gonna cut it if he added 50 more rooms and the inn had 200 clients at a time. I would be open to throwing linux on a spare computer to use for this. Any thoughts?
