what is hcl(hardwere compatibility list ) and how it can be used to get a reliable performance from any assembled pc?
how it would be helpful to get a good performance from any pc
how it can be accessed

Each OS vendor publishes a hardware compatibility list for their products. It ensures that your hardware will be able to interface with the hardware abstraction layer of the OS.

You can find the HCL, by going to your OS vendor's site and searching for it there.

The traditional HCL is a list published by Microsoft of devices that the manufactures have submitted their drivers to Microsoft, and the drivers passed Microsoft's driver testing.

All the Microsoft HCL means is that the device drivers function with the specified version of Windows.

Even if you follow the HCL, you can still have device to device conflicts on a given PC.
Also, many manufactures choose to NOT submit their drivers to Microsoft because of the high cost.
Just because a device is not on the HCL does NOT mean that it will give you problems.

IMHO, the advantage of choosing devices listed on the HCL is that they tend to be from established companies with a reasonable prospect of tech support.
Using only devices listed on the HCL should result in a more stable PC.
As for performance, the fastest most powerful video cards and chip-sets won't show up on the HCL for months. Devices on the HCL are 2 or 3 steps back from the fastest most powerful devices available.

Finding the HCL, is another matter.
Microsoft regularly changes the structure of the HCL and it's web address.
