Help Resetting ADSL Modem

I have a 3com HomeConnect 3CP4130 modem. I have one at my home that sensed the dsl connection perfectly with no problems. However I am running this one for a business with the same internet provider. I thought no problem – same system-same modem. But unfortunately this modem sets its TCP/IP settings at 169.***.**.* when it needs to be 167.***.**.*. She has a win98 and a winxp computer. I ran wincfg to find that it was wrong on the 98 machine. What can I run on the xp machine to check it? And how can I get the external modem to reset. I have uninstalled it several times and unplugged it forever and tried to connect it to both computers with usb and a ethernet connections. Please Help! I used another modem and found that it workedfine the software and hardware are fine it is just this modem and this is the one the business purchased please help.
