Help: setting up a VPN

I manage a network of 70 servers/desktops all running Win Server 2003, Win XP Pro and Win 7. This network is not a domain, only a workgroup with static IP?s; we will eventually be configuring the server as a domain controller. One of our desktops is being used as a DVR for our surveillance system. (Running Win 7) We need to be able to access this box from our home computers in the case of an emergency to view the DVR feeds. We also don't want to make our network visible to outside traffic. What would be the best way to keep our Network tight and secure but also allow us to view the DVR remotely? Also will the VPN server have to be setup using a Server OS or will Win 7 work as well?

Router - Xincom X16-R with 3 separate ISP connections
Switches - Netgear JGS524
