How do I stop User accts randomly locking out?

Server 2003, R2 AD, DC, Domain User Accounts are locking out randomly. User Account properties indicate that account is not locked out, yet when the users attempt to log in, the error message informs them that they cannot be logged in because their account is locked out. HELP! Very annoying.

Your post doesn't mention this, but I've run into this issue with both Outlook/Exchange connections and stale terminal service sessions (particularly with password changes). The security log in the event viewer should point you in the right direction, but it can be a bear to read. As an alternative, I recommend you download and install Account Lockout Tools from Microsoft; I've found them to be helpful in situations like this.
