How do you use an open public proxy?

I read somewhere that one way to surf anonymously is using open public proxies like the ones on the following page:
http://www.freshproxy.org/
for example: 211.219.155.41:8080
That's what I did:
I opened Internet Explorer/Internet Options/Connections/Lan Settings/Proxy server and put 211.219.155.41 as Address and 8080 as Port.
But I couldn't even go online any more. :-(
Maybe I don't know how to use them and where to put these numbers.
I'd be grateful if you guided me with details.

when I set automatic proxy up and went online, I still couldn't visit blocked websites in Iran like VOAnews.com.

Iran may do some things like China to control what the citizens can access on the internet. There are quite a few ways that this is done, so you can't always be sure to get around all the controls.

You might try Tor
http://tor.eff.org/

The other way to try is to establish a VPN (Virtual Private Network) with a proxy site that offers such. I don't know of any in particular, but you can search for them.

Maybe check out this discussion at OpenDNS forums. You might try using OpenDNS as well, it may or may not help with your situation.
