Although IT initiatives are rarely looked upon as a way to generate revenue, I believe you can justify a cost savings by demonstrating that implementation of new technologies or improved methods of doing things (example: automating goverment forms on the web) will increase the public sector's satisfaction with that branch of government and reduce the amount of time and energy that was spent on manual processes by internal employees. This can demonstrate significant cost savings by the reduction in man-hours required in the past to do things vs. the way things are done now. Unless the government was producing applications or hardware for resale, there is no real way to demonstrate revenue generations in the government sector.

I agree with above but just to play devils advocate here's three suggestions

1.collection of vehicle taxes
2.reselling of number plates in,uk
3.provision of statistical information that improves wealth of country
