how to block internet access in admin right

Dear Sir,
I am using 2003 server with Domain, one of my user have admin right but i want he can't access internet, he can use outlook express only.. to tel me how to block internet access in admin right.

I'm not sure I understand correctly, but if your user is at another computer accessing the internet via connection sharing on the server, you can set up routing rules to block access.

If your 2003 server is also a proxy server, you can create rules based on the user's ID.

It depends on your network setup, if you have a proxy then create a rule to block internet access based on his domain user or IP address.
Or you can deny his IP address from the firewall if you have, or from the router.

Its not important if he is an admin or not on his computer.

Explain more.
