How to Control Cable Broadband Internet Access?

I recently sent up a wireless network on an XP Home computer using a cable modem and a Netgear WGT624NA 108 Mbps Wireless router. As you know, internet access is “always on” with the cable internet. But the customer wants to be able to control access to the ‘net by her children when she is not around. Is there any way to require a user name and/or password to allow access to the ‘net. The cable company says they do NOT provide this service as their access is always on. Your help would be appreciated
