how to create a backup domain server

i have a window2003 domain server, running with alot of policies, DHCP, Shared, my network but, i am afraid brake down, becaues if it happen, it cause a seriouse issue, already i have created window2003 domain forest join to it , in which i can see all the users accounts and other policies.
My question: is this what is called a Backup domain controller ?, and if it is how will it act or play the DHCP ROLE, if the primary domain controller is off ?, someone should please help by given a step-step guidian in this issue.

You can set it up as a DHCP server and configure it just like the first one, but you would have to manually activate it when your main one goes down because you can't have two DHCP servers servicing the same subnet.

In 2003 land, there are no "backup" domain controllers (per se), just DC's. Just note that the first DC built will have the FSMO roles by default. If it goes down permanently, you will need to transfer those roles on to another DC.
