How to do a timed remote shutdown..

I have a reason for asking the above.
I am on a network. I am a pc technician.
Thing is. My co-worker is downloading pornography after hours. I dont want him to get into trouble. but, shuting down his pc a while after we all leave, will put a damp in his “activities”. His downloading is automated as we all leave the premises after working hours.

All I want to do is run the following from command prompt:
shutdonw -s -m \\name -t 1800

(30 minutes)
but i get a access denied error…
I believe it is due to access rights.
we have a windows 2003 server runing on our network which consists out of 9 pcs.
My co worker is my senior, and reporting his activities is not an option for me as i dont want to get actively involved in a situation…
call me lazy…
he is smart, so client software on his pc will be noticed…

plz help…
or any other recomendations will be accepted.
