How to enable users to logon to domain when WAN in unavailable

We have root domain say ABC.com and child domain say PH.ABC.com that is connected via VPN thru Internet/ISP connection. The problem is, when internet connection/VPN is down – that is, the ABC.com, users in PH.ABC.com cannot log on PH domain.
