How to permit non-admin. users to manage a service on a windows server

I have create a batch file for domain users to stop/start at will a service (with the sc command) on a windows 2003 server.

However I can just run it while being a member of the domain admins group. Is it possible to have users run the script without this membership ??

this cannot be done on a domain controller.
It is possible only if the user is made a member of Power user groups on a member server of the domain.

Assuming config of the service permission were done as well.
