For the cafe computers, you can set the permissions and IE security settings as high as practicle.
You could also install McAfee Guard Dog or a similar internet filter.

For the rentals, the best thing to do is to create an image disk for each machine.
When the machine comes back from a rental, wipe the drive (I would even fdisk it and delete the partition) and copy the image back on.
Doing so protects both you and your customers without putting undo restrictions on the customers.

answer 1 is good but you don't need an image for each machine just 1 image on cd and a bootable floppy with Ghost(image software). You don't have to wipe drive Ghost will wipe it each time it is writing the new image onto your drive. This way your users can download programs or run exe's or small programs which by the way are on a lot of websites and if you set the security settings all the way to the highest setting will just give you warning after warning and you will lose customers. Ghost isfast and easy to use or train other people to use, its also fast so you can do it when ever the pcs are available with out large downtimes. the other way to do it is to Install Norton Internet Security or like software and forbid all downloads but let programs on websites.

Have you tried setting them up as Restricted Users? This option denies a user from installing programs, but they can still surf. We use it at the college I work at and it works fine.
