How to protect VCD or Music CD

I am working on a project for stopping piracy. For that we want to protect VCD and Music CD from getting copied either on HDD or CDR. Can You help me in how i can write VCD or Music CD so that it is not pirated.

There have been many attempts to prevent piracy.
On floppy disks, (Remember those?) they fiddled with the sector numbers, etc.
Didn't work, so Dongles were tried. Didn't work.
Various schemes have been tried with Password Registration. Didn't work.
Various schemes have been tried with exploiting hardware differences. (Music CDs) Didn't work.
This is a very difficult problem, and we are way to busy to take it on.
The other problem is, that even with a seven figure budget for such a project, I am not sure of the result; considering the long list of previous failures.

As you can see from the lack of answers, there is no absolute solution.
This is true of other things also.
The best solution is to make the system difficult enough that you prevent casual pirates, (Locks are to keep out honest people, not determined criminals.)
and forget about/tolerate some low level of loss.
