How to stop a PC from connecting to a specific SSID

I am a network administrator and I know of a particular free internet service over WiFi in neighbourhood of my company. But the problem with that wifi is that alongwith internet, many viruses come into our system. Despite of telling my company's employees, they connect to that wifi in their free time, causing problem to our network.

I was thinking, instead of arguing with my employees, it would be much lot easier and professional, if I could put some sort of restriction, through some software or my Windows Server 2003 capabilities, on their notebooks and laptops so that they are unable to connect to that wifi even if they try to.

The employees can also bypass this security by simply disconnecting to the office network and connect to that wifi, as I will have no control over there laptops if they are not connected to the office network.

So is there any software which can be installed on their laptops such that they can be stopped from connecting to untrusted SSIDs if they are not connected to the office domain.
