You'll need to provide a brand and model number for anyone to help.

Go to www.modemhelp.org
or www.driverguide.com
Either has tools to help you identify who made the modem, and to help you get to the correct web site for the driver.

You can try searching the FCC data base for existing (not just applied for) FCC ID numbers at:

http://www.fcc.gov/oet/fccid/

There are no spaces in the URL.

Best wishes.

Once you have an idea of what modem you have, try drivers from the manufacturer's site (if you come up w\ the mfr. definitely) or from various driver sites like the previously mentioned driverguide site. Other free driver sites are:
http://www.drivershq.com/

http://www.mrdriver.com/

http://www.driversplanet.com/
(there are no spaces in the URL)
Try what you feel is the most likely driver. If it doesn't work, uninstall and try another until you get it to work. This seems like a lot of work and time for you to spend on this. Have you checked with any local agencies? They may be able to refer you to a volunteer organization nearby that could do this for you or better yet, give you a donated modem that they have the current driversfor!
