Inbound IP Addresses and Ports-Firewall

Many vendors now have modules which permit FTP, Telnet or Browser exchange of information via the Internet.
Unfortunately they require both inbound and outbound ports and IP addresses be opened through the firewall.

Example: I access a Department of Defense site to browse data, but without an inbound IP/PORT, am unable to download drawings.

The company I consult with refuses to permit inbound ports and IP addresses. AT&T manages the firewall.
Is there a solution?

Exactly what are you trying to do? Are you accessing an FTP server with a client and attempting a GET command which is being denied by the firewall at the office you are at? Are you browsing a web page and trying to download but being refused due torestrictions on the ftp ports?
