Inbound IP Addresses and Ports-Firewall

Many vendors now have modules which permit FTP, Telnet or Browser exchange of information via the Internet.
Unfortunately they require both inbound and outbound ports and IP addresses be opened through the firewall.

Example: I access a Department of Defense site to browse data, but without an inbound IP/PORT, am unable to download drawings.

The company I consult with refuses to permit inbound ports and IP addresses. AT&T manages the firewall.
Is there a solution?
