ALT + F4 will close currently selected window. If you have change your internet explorer title bar, sometimes it is hard to understand the new layout... check you i.e. options.

If you are having problems disconnecting from the internet, you could have the Blaster virus. Get the removal tool from Symantec.com and run it on your PC just to be safe.

A little more info would be useful.....

Is the 'X' to close the program (top right corner) available?

Have you tried selecting CLOSE from the FILE menu?

If all else fails you can also use the Task Manager to close the window. To do this press the alt, control and delete keys at the same time.

This will bring up the task manager window, which has a list of all the currently running programs, highlight the one that is problematic (Internet Explorer in this case), then press the "End Task" button.
Wait about ten seconds, and a little pop up asking you to either End Task or Cancel will pop up, choose End Task and it will shut down the program. This works for any uncooperative program that is not shutting down properly when told to, but should be reserved for when other methods have already failed. It is a lot less "tidy" than exitting a program normally.

I can close it out by using end task but that is a long winded way to close out every internet explorer window. I should be able to close them easier by clicking on the X
