Internet Explorer 7 and Server 2003 R2 Group Policy

Group policy seems to be processing and applied correctly now. But is there a problem with Group Policies and Internet Explorer 7 specifically?

Seattle IT OU contains my computer and user account.

Default Domain Policy has http://192.168.100.100 as the home page URL because that's the company default.

IE7 Users Policy has http://192.168.100.100/applet.html as the home page URL because of tab browsing and it is linked to Seattle IT OU. Authenticated users has been removed and only those users who have been upgraded to IE7 were added (I'm one of them).

On any computer logged into and authenticated on the domain successfully has the http://192.168.100.100 home page and they cannot change it.

I log into a workstation with IE7 and my home page is http://192.168.100.100. If I log into a workstation with IE6 my home page is http://192.168.100.100/applet.html.

Why isn't it applying correctly to IE7?
