Internet Redundancy w/out BGP

I have 2 routers, 2 different ISPs for Internet & ASA5520 that is used for FW & VPN terminations. I would like to be able to create failover for my 2nd internet connection given the primary goes down. I have looked at several designs and most conclude with implementation of BGP. I have done that in the past but my current employer is a small shop that only has a /27 address space with primary ISP, which the 2nd carrier will not advertize anything less then a /24. What is the next best configuration method for a successful Internet Redundancy solution? I initially was going to HSRP between the 2 routers and track on the uplink. However, the /27 is causing me some problems as we only have a web server & e-mail that need to be reached via the 2nd connection inbound.
Hope that explains my situation, any help is appreciated.
