IP Address Management

Does anyone know of any software to manage "static" ip addresses? No... I do not want or allow the capability to scan our various networks. What I am looking for in the software is more library based. A user would have the ability to check-in or check-out an address or verify if an address in currently in use. Data collected during the checkout would be information like hostname, ip, subnet, vlan, location. We currently use spreadsheets and it is getting to the point where it is impossible to manage. Any ideas?

The next step is a database. You can probably build one yourself or maybe you know a dba who can write it for you.
