Try uninstalling TCP/IP & reinstalling it.

Error 100** is classed as WSASYSNOTREADY

Network subsystem is unavailable.
This error is returned by WSAStartup if the Windows Sockets implementation
cannot function at this time because the underlying system it uses to
provide network services is currently unavailable. You should check:
- that the appropriate Windows Sockets DLL file is in the current path,
- that you are not trying to use more than one Windows Sockets implementation simultaneously. If there is more than one WINSOCK DLL on you
system, be sure the first one in the path is appropriate for the network
subsystem currently loaded.

To resolve this issue, rename the following files in the Windows folder. Rename these files to have a different extension, such as an .old extension:

NOTE : Do not delete these files if you are using America Online (AOL). Deleting these files could result in an inability to connect to AOL.
Check that your windows files are installed correctly for the version of your windows. If you have upgraded to Winsock2, Dialup Networking 1.3 or upgrade, or has installed USB update before, then this might be the reason it has failed. Backup your current winsock.dll and wsock32.dll files first then reboot to DOS and rename them. They are located in the windows system directory.
At the command prompt, type the following commands, pressing ENTER after each command.
Type in:
cd\ windows \ws2bakup
This will now restore your previous windows winsock.dll and wsock32.dll files back to your windows.
Restart the computer to try again.

Found these details after searching google for Error code 100**

First the usage ipconfig/all is an NT term. The proper term for Me would be winipcfg/all.

You should take a look at this web site.;en-us;286748&
