IPVPN site - routing help

hello expert colleagues, i have two remote branch office (A & B) and each office has a different DHCP(WIN2K Server) and the ip address range is also different. network A has ip address pool is 192.168.111.20-150 and network B adress pool is 192.168.119.60-250. i have a webserver on network A which is accessed on site B. i use cisco 2810 router and setup the IPVPN through my ISP. although the application is accessible on network A as well as B, i noticed that some of the PC's on network B automatically acquired the ip address of network B.
the PC with IP address of network A works fine and i can access the web server but i find it is much slower. the gateways are also different and i assigned the default gateway at each site as the router ip address.
my question is:

1. why does the ip address of network A be assigned to client in network B when there are separate DHCP servers.

2. will it degrade the performance of the web application ?

3. how do i configure my router to prevent the DHCP address broadcast?

4. i feel there will be network collisions, yes/no ?

please help me sort out the issue as it is extremely urgent at this point of time.
