Is it better to use multiple VPN servers on a peer-to-peer network?

I am setting up VPN services on a small business network, which does not use a domain.

The complication that arises is that a central machine, operating as a Firewall/Gateway, bridges the internal network and the external DSL access point.

To allow external access to the various machines on the internal network, I am considering using OpenVPN.

Is it more efficient to use an OpenVPN server on each machine for which the users may want external access, OR, is it better to setup a single OpenVPN server on a single machine, which would then be able to access the required machines on the internal network (or is this even a possibility?)???

The network topology is diagramatically

DSL -> Router(wired) -> Gateway/Bridge -> Internal Network
