These are 2 different questions:
1. Most apps made for a mobile phone are mobile friendly, if the phone is powerful enough.
2. The official tool, downloaded from the App Store or the Play Store, most likely is safe. For modded versions, only the maker can tell. So if you mind about safety, better use the official version.

Modded apk can do anything that is technically possible on android.
