It?s possible to be a virus. But this isn?t for sure; it also can be a windows problem.
First thing what you must do is to scan for virus. Boot from a boot CD and lunch an AV scan. If there are not viruses in your computer, you must repair your windows installation. For an AV solution for network I use e-trust from Computer Associates. It?s a very good solution (my opinion is the best).

i have not heard of spyware doing this when using 'ping'. but who knows? my knee jerk is: sounds like hardware...
what kind of network card?
anything in the event log? can you get us more clues if you turn off 'restart on error' under system/Advanced/Error Startup and recovery. cause the problem to occur, then post the exact blue screen error message.
if you have cleared your system using HiJack this.

um, to answer your second question, we need to know more about your network. but i like Norton Corporate antivirus. you do need to install the 'client' portion on each workstation, but you can do so 'remotely'.
just as important is the mail server scanning. if you can block viruii before they even get to your clients, that is the way to go...
