Lack of PC resources

Sometimes Freecell in WinMe runs out of resources, but an indicator of RAM usage shows no lack of available RAM, so what else can be tweaked ?

Delete your temporary files, run chkdsk

I may have mentioned this before, but Windows 98SE is a million times more stable than Me, and will most likely run all the same apps.

In Win9x and ME, a lack of resources rarely indicates a lack of RAM. In most cases, it is a lack of GDI resources since it is a fixed size no matter how much RAM is installed in the machine. The best way to free up your GDI resources is to run fewer applications and background processes at the same time. See what is running in the system tray that you don't really need there and exit the processes. If you trim down the number of processes that start with the machine, you should see this issue less frequently.

Also keep down the number of open windows and tabs

A sure way to hit the system is to have several windows of IE active (and perhaps with several tabs open in each window).
