Large Network Traffic shapping.

I am currently working on and helping to manage a 10000 node layer 2 network. We are doing all of our bandwidth shaping on each of the 400+ switches with vlans and QOS. This is messy, impossible to automate, and overall just ugly. We have discussed using an elacoya or sandvine on the edge to limit internet bandwidth per node but this is an expensive option. I have several shiny new VM servers we just configured that are running vm’s for monitoring and backing up the network. So my question is this. Are there any Linux or open source traffic shaping or bandwidth limiting softwares or VMwares that I could use to manage the bandwidth of each of my nodes? I do not care about on network traffic as it is all gig SM fiber. Problem is the limiting of my 1Gb internet connection. Any suggestions or paths to research would be nice. I have time, and a few current resources, but have been given $0 budget for this.
