Live Communication Server 2005 returns “504 server time-out”.

Hello,
When my Live Communication Server 2005 receives INVITE request for the outbound call to PSTN lines from the client, it always returns “504 server time-out” without trying to route this call to PSTN gateway.
I think this should be Live Communications Server problem not PSTN gateway, because Live Communications Server doesn’t intend to send any SIP signaling packet to PSTN gateway.
I have added the static route to PSTN gateway for Live Communications Server like this;
1) Matching URI
User = *
Domain = Live Communications Server’s domain
Phone URI = CHECK
2) Next Hop
Network Address = PSTN Gateway’s IP address
Transport = TCP
Port = 5060
Replace Host in Request URI = CHECK

Then, I have added Host Authorization like this;
IP Address = PSTN gateway’s IP address
Outbound Only = Do Not CHECK
Throttle as Server = CHECK
Treat As Authenticated = CHECK

Do you have any idea what else I should do?
Could you please advise me for fixing it?
