LocalLibrary failed- specified module could not be found

On windows 2003 server I tried to access Folder Redirection (to prevent a domain user from saving to his/her My Document folder) by doing
Run --> gpmc.msc (not gpedit.msc) "Folder Redirection" is missing.

I tried to re-register it as below explained below :;en-us;555218

Run -->Type in : regsvr32 <snap-in fde.dll>

I received below message :

LocalLibrary (" < snap-in > " ) failed- The specified module could not be found

Can someone advise where is my mistake ?

You could use the default domain GPO, but I advise against it. Better to create a new OU (or OU's) with any necessary sub OU's under it. Then create a GPO on the main OU and apply your settings there.

For a Folder Redirection should I create new OU and copy users from current OU one to the new OU as advised in the quote above ?
