Login Prompt during a Exchange DataCentre Failover

We have installed an exchange cluster in DataCentre 01 and a "sleeping" exchange cluster in DC 02. SAN storage is NetApp and replication is via SnapManager for Exchange. The failover process works fine and meets our SLA's. However, randomly clients (some not even with their exchange account on this exchange cluster) get an authenication / login box - requesting that they log into the cluster which is being failed over. Obviously this cluster is temporarily unavailable during the failover - for an acceptable 15/20 mins. So when they attempt to login into this cluster they can't. Eventually they will then prompted to log into their local DC - even that fails - strange as it is available on the network.

We have looked at various possiblities - preferred GC via routing groups etc Free/Busy calendars/Public Folders. - At the moment we can find no logic to this. We have even explored the possibility that others were accessing a calendar of a mailbox on the failed-over cluster - again this isn't necessarily true.

Question:- Why does Exchange persist to attempt connection to a server which has gone down/ unavailable?
