What should to make my system resources higher

add memory, add disk space, run fewer programs at startup, do a general cleaning out of temporary files in windows and windows\temp.

Reducing the number of programs opened can reduce the amount of resources used, but not always. Some programs are bad citizens and do not release memory.
The amount of RAM or disk space does not have a direct effect on systom resources. Here's a good discussion:

System resource problems come only from 16 bit programs.
Run System Information (Win98), check if there are 16 bit programs ruuning that you do not use, and remove their start up command.
