Mail stuck in Drop folder

Hello, I'm using the built-in smtp and pop3 services in Windows Server 2003. Not using Exchange at all. The smtp is working as it should and delivering incoming mail to the Drop folder but the pop3 service is not picking it up from there and distributing it to the mailboxes as it should. The mail just sits in the drop folder and doesn't go anywhere. Double checked and the pop3 service is running. I've tried restarting it several times also but made no difference and the Root Mail Directory seems to be set to where it should be.

Does anyone know any possible causes for this and a way to troubleshoot it?

There are 2 smtp virtual servers installed on the machine if that makes any difference. Any help greatly appreciated.
