The ATA66/100/133 cables have one end that is different than the other. The cable needs to be oriented the correct way when it is installed in the mother board / controller for high speed ATA transfer to function.

Your controller is not finding the proper wires in the cable.
You need to either;
use an 80 conductor ATA/66/100/133 cable,
flip the cable around so that the opposite end plugs into the controller,
replace the cable.

The BIOS on the motherboard or IDE controller has been set up to not allow access to the drive if the data cable does not have the correct wireing.

The Chas is correct, however did you replace an existing drive ? Is it plugged into the last connector on ribbon cable ? Is the drive set to autodetect?

The BIOS is reporting that the drive is either:
1. Not plugged in correctly on the primaryIDE channel
2. Plugged into the secondary IDE channel
3. You have a bad ribbon cable.
